When you click on your chosen video, you’ll see a Remix button underneath the video title. Hit that button, then select ‘Edit into a Short’

Step 3: Select your Short footage

YouTube will now take you to a Shorts creation page. From here, you can drag the sliders along your pre-existing video to choose which section to use for your Short. How to Turn a YouTube Video into a Short with Riverside Clips

You can make Shorts from other people’s videos on YouTube. There is a mobile-only feature on YouTube that allows you to make Shorts from other YouTubers’ content. The YouTuber needs to have enabled clipping on that video for you to be able to make a Short from it. 

You’ll only be allowed to use 5 seconds of content from another YouTuber’s video. You should stitch that clip to a video of yourself to put your own stamp on the content. This is important to abide by copyright rules. 

How do you make YouTube Shorts from other people's videos?

If a YouTuber has enabled clipping, you’ll see a Create button underneath their video. Click the Remix button and select Cut. This will allow you to choose 5 seconds from the video to use in your Short. You will then be taken to the Shorts camera to add your reaction or response to the clip.
